What is a motion for appellate fees and costs and when do I have to file it in a divorce appeal?

A motion for appellate attorney’s fees and costs is filed with the appellate court and is necessary to preserve the right to seek an award of appellate attorney’s fees and costs at the trial court level at the conclusion of the appeal.  A motion for appellate attorney’s fees and costs must be filed by the deadline for filing a reply brief.

That said, it is possible to pursue temporary appellate attorney’s fees and costs at the trial court level while an appeal is pending.  Such a hearing is no different than any other temporary relief hearing.
